Mr Ernie Royston
Shoalhaven City Council Ernie is from the Planning Department of Shoalhaven City Council and was invited to the Forum to give an overview of the CBD planning.
The planning has not been substantially updated since 1985-6.
Ernie summarized the issues with the CBD eg fragmentation of the shops, slow development and issues with land ownership. The land behind the Post Office is still owned by the Crown.
Ernie then went on to explain how the State Government controlled the process of zonings. The land near the Golf Club has been zoned by the State as Environmental Conservation and it is unlikely it will be developed in the future.
Ernie understands that Shoalhaven Heads need a retirement facility but this is not up to Council to deliver. Council has approved dual occupancy on larger lots. Ernie does not see the Harbour development going ahead in the short term due to environmental issues.
Ernie encouraged the Forum to review the Pedestrian Access and Mobility Plan that covers footpaths and cycleways.

Report of the Shoalhaven Heads Chamber of Commerce and Tourism
Anne-Louise O'Connor advised the Chamber will sponsor "Light up your House" for 2008 Christmas. Anne-Louise was asked if there would be a police presence in the village over the holiday break and she agreed to advise on this next meeting.
Bushcare Report: Shoalhaven Heads Community Forum
Shoalhaven Heads Group has been clearing regrowth from around the viewing platform. In November they will meet at the end of River Rd at 8.00am on Tuesdays. Contact Ruth on 44487143.Concerns have been expressed about damage to the dunes by vehicles using the River Rd beach access track. Vehicles deviate off the designated track causing damage to the sensitive fore dunes.
The Golfers Group is clearing lantana between the fairways & will meet on Wednesday 12th & 26th November & 10th December at 8:00am.Contact Noel 44487680.
River Rd Group will be doing general maintenance and helped at the Garden Fair at Berry. Call Lynne on 44487903.
Coolangatta Mountain Group is clearing lantana and checking regrowth & will meet at the end of Roxborough Rd on Sun 16th Nov, Sat 6th Dec & Sun 16th Dec at 1:00pm.Contact Myke 0418297436.
Report of the Shoalhaven Heads Community and Progress Association.
Philip Armstrong reported on the 4DA's from Council and noted an article in the Berry Town Crier which reported that a number of youth from Berry had taken on the task of keeping the skate ramp clear of rubbish. Cameras will be put in the Nowra CBD and Council staff are to receive a 3.2% increase in salaries and wages.
Men's Shed Report -
Trevor Aspin said that the Garage Sale on the October long weekend was a wash-out. He noted that the members of the shed were keen and would love more members to assist with projects. The decorations for Christmas are progressing and they are rehabilitating the business sign at the entrance to the village.
Shoalhaven Heads Community Centre Report -
Trevor Aspin advised that the paved areas have been cleaned around the building and that Council is to look at a drainage problem in the grounds. Covers over the down pipes are being replaced. Unfortunately the Red Cross markets were also on the wet weekend.
General Business
1 Moved Peter Moate seconded Lorraine Montgomery that the forum supports the nomination of Robyn Flack on the Shoalhaven River Natural Resource and Floodplain Management Committee. - Carried unanimously.
2 Noel Schneider advised that following a meeting with the Holiday Haven Park and on the advice of police a higher fence will be erected along the River Road edge of the caravan Park. This is being done to protect park customers from unacceptable behaviour of some non park individuals.
3 Councillor Guile addressed the meeting and spoke of:
" Ducks - Rangers can now control if needed
" Council Rates - Council must apply to increase rates
" Possibility of Council paying payroll tax
" Princes Highway upgrades - Berry/Gerringong
" Swimming pools - he will continue to fight for a better outcome for the local pool
" Councils position with the Leeman Bros debt crisis - Council not substantially affected.
4 Moved Diane Brumpton - seconded Philip Armstrong that a letter be sent to the School noting the excellent condition of the School grounds. - Carried unanimously
Note: Gerroa Road at Shoalhaven Heads entrance need mowing - advise Council.
